Roberts HR Consulting (RHRC) is a Small Minority-Owned Business that was started by Darryl Roberts after 39 years in federal-sector human resources, with more than 25 years in labor and employee relations.  RHRC provides creative training and consulting service solutions based on the strategic goals of the client, thus enhancing organizational performance.

  • During his quarter century in labor and employee relations, Darryl was instrumental in developing and delivering training solutions for the Department of Defense.  Prior to starting RHRC, Darryl was the Director of Labor and Employee Relations at the Defense Civilian Personnel Advisory Service (DCPAS) and as such functioned as the head of labor and employee relations for the Department of Defense.  In his 10 years with DCPAS, he led a multidisciplinary staff responsible for developing department-wide labor relations strategy and providing policy and advisory services in the areas of employee relations, labor relations, performance management and awards to customers in human resources offices worldwide. 

    Mr. Roberts earned a Bachelor of Science degree in Business, with an Economics minor from Jacksonville State University.

  • Ms. Michele E. Gonsalves has over 24 years experience in Federal sector labor-management relations, where her duties as Labor Relations Specialist included providing advice and guidance to management and field labor relations practitioners on various labor relations matters, negotiating term and mid-term agreements, representing agencies before arbitrators, the Federal Labor Relations Authority and the Federal Service Impasses Panel, drafting policy and advisory memoranda, and delivering labor relations training.  

    She has worked as a Labor Relations Specialist for the Defense Logistics Agency, the Department of the Army, the Department of the Navy, the Department of Defense, the U.S. Patent and Trademark Office, the International Broadcasting Bureau, the Federal Aviation Administration, and the Internal Revenue Service.  

    Prior to entering the Federal sector, Ms. Gonsalves worked for the District of Columbia in the D.C. Office of Labor Relations and Collective Bargaining.

    Her experience in the private sector includes serving as Labor Attorney for Gary Hankins and Associates, where she provided advice and counsel to the union representing D.C police, police at Reagan National and Dulles airports, and Corrections Officers for the D.C. Department of Corrections.  

    Ms. Gonsalves received her bachelor’s degree from the University of Pennsylvania and her juris doctor from Hofstra University School of Law.
